Uganda Introduces New Net Metering Regulations

ERA’s regulation update set to boost private sector renewables investment in the country

Uganda has officially released new net metering regulations, developed by the Electricity Regulatory Authority (ERA) in partnership with the Ministry of Minerals and Energy (MEMD). These regulations are designed to attract private investment into distributed generation (behind the meter energy installations), particularly for commercial and industrial-scale installations. This move is expected to significantly enhance the country’s renewable energy generation capacity, especially solar PV, while also improving grid reliability. 

Although not directly involved in drafting the regulations, GET.transform and Sustainable Energy Africa (SEA) reviewed the document ahead of its submission for approval. GET.transform has a long-standing partnership with ERA and MEMD, mainly collaborating on off-grid frameworks. SEA, experts in distributed generation, are currently working alongside GET.transform to implement the Policy Catalyst Distributed Generation Window for Regulators and Utilities. Uganda participates in the window to successfully prepare for the growing uptake of distributed generation by developing the technical regulations to support the net-metering eregulation
