Mozambique has taken another step towards expanding its off-grid energy sector through a specialised training on mini-grid tariff modelling and e-tendering. The regulator ARENE worked in collaboration with GET.transform on this vital training. It equipped participants with practical skills for designing cost-reflective tariffs and implementing efficient digital public tendering processes for mini-grid projects.
The training builds on previous joint efforts from ARENE and GET.transform, which already delivered key regulatory milestones, including the General Regulation for Off-Grid Energy and the Mini-Grid Tariff Regulation and Tool. Representatives from FUNAE, ARENE, and the GET FiT programme attended this in-person training. The key focus areas were:
Mini-grid tariff modelling
- Understanding CAPEX, OPEX, and demand estimation
- Financial modelling, tariff setting and cost-of-service methodologies
- Practical application of Mozambique’s Mini-Grid Tariff tool
- Simulation and Sensitivity analyses for financial viability.
E-tendering
- Deep dive into Odyssey platform and its functionalities
- Pre-qualification process setup, technical design & financial input management
- Live simulations for real-world applications.
By standardising the tariff structures and currently working towards the operationalisation of a centralised e-tendering process, Mozambique is strengthening its off-grid energy sector for greater transparency, competitiveness, and efficiency. Future efforts will focus on refining these frameworks to accelerate sustainable energy access across the country.
