Legal Guidelines of the African Model Mini-Grid Regulations Tool

The African Forum of Utility Regulators (AFUR) has introduced a new Legal Guidelines document as part of its work on the African Model Mini-Grid Regulations Tool, developed in collaboration with GET.transform. The tool aims to provide a comprehensive legal framework to support the establishment, operation, and scalability of mini-grids across Africa, helping to bridge the continent’s energy access gap.

The Legal Guidelines as well as the accompanying Economic and Technical Guidelines have informed the tool and helped to strike an effective balance between regulatory rigidity and flexibility. The tool thus provides regulatory templates that promote innovation and investment while ensuring reliability and service quality.

Designed as an interactive resource, the tool enables regulators to generate tailored mini-grid regulations, concession agreements, and project agreements based on user input regarding model features, structural and procedural aspects, technical considerations, and tariffs.

The African Model Mini-Grid Regulations Tool is the result of extensive collaboration and aims to equip regulators with a structured approach to mini-grid governance across various high-level scenarios. It will be released through the AFUR website in the coming months.
